some theories: 1) Reverse psychology, 2) BS Baffles brains (I don't like this theory, congress has no brains. 3) Crud puppy impersonating Sid? (they both have nice suits) 4) Limiting telephone & cable provides to `only controling the content flowing through their tubes' thus keeping all optic fiber content free and un regulated.
