The main reason is that they are not a script-reading helpdesk but an ITIL level 1 service desk who are supposed to do basic troubleshooting, fixes, and account administraion.

If an SDO makes an occasional mistake or forgets something then I don't mind picking up the slack. The annoyance/frustration is because they do it almost every second call they send through.
