an executable in the current directory.

If the command is a standard utility that is located elsewhere, then it is already in your path and you don't need the prefix.

However, as a security precaution "." isn't in your path (unlike in the world of DOS) and you need the prefix to run anything in the current directory.

You need the prefix for scripts, unless you put the script as a argument to the script interpreter (which will be in your path).

So, ./script.pl or perl script.pl will work.
