"Look, I understand $Person is leaving soon, but in the meantime, he's not doing his job & I have to work twice as hard to cover the duties HE'S supposed to be completing.
Could you PLEASE either talk to him & get him to do his work, or find someone to take his place - I've got enough to do as it is without having to do HIS job, too.
If this keeps up, I'll have to take a medical, work-related-stress, paid vacation to recover from the hostile working environment..."
