"singleuser" (or my versions, "single" or "1"). Then nothing runs /sbin/sulogin, so nothing asks for the root password. Instead, you just get a root shell (but only the root FS is mounted, and that's usually read-only, so you have to either run some of the bootscripts yourself, or just emulate their behavior).
