Lots of countries that aren't social democracies have unemployment insurance. We have two teir health care. Most people presume we have a single health care system. Yes everyone has access to one that covers certain basics. However there is optional private insurance that covers what happens in case of disability, temporary loss of work due to health of a family member or medical condition, etc.

In a completely lacking system that had no social offerings these people wouldn't even be applying for disablity. Because nobody would care and they would be on their own.

In the system we have people who are capable do something, can obtain some supports while they are doing something. But only recieve help if they truely are deemed to need it. Sometimes people fall between the cracks but most fit on one side or the other of the line of needing/qualifying.
