One care-giver, and the kid requires twenty-four hour assistance; he's pretty incapacitated. His mom is the only care-giver, and she had to quit work to be able to provide the round-the-clock help he needs. The non-accessibilty of Centerlink's facilities is also a nice touch. I'd be laughing, if it were actually funny.
