If the store offers the lap belts and people choose to not use them or not follow the guidelines printed on every child seat on the carts then...the parents are at fault.

Whereas if the carts were defective or the store was negligent in their upkeep of the carts THEN the store/manufacturer would be responsible.

Just my opinion...IANAL
