Is the store responsible if a parent doesn't pay attention to their kid and the kid falls out of the cart?

You can argue that if a cheap and simple modification is available to make them safer, they should do it. Fine.

But even if every grocery cart in America is fitted with the "new" child seats, is the store STILL responsible if the kid falls out of, or tips the cart?
