Parents who don't feel the need to actually "parent" their kids. I could be wrong, but I don't see any other reason why adults would willingly let their offspring put themselves in a dangerous situation/race about in restaurants/scream their heads off during movies they're too young for/etc.

As a parent, I know kids can dart away in just a few seconds, but surely somebody must have seen this child and said SOMETHING. Especially if it's a popular attraction.
