misuse. A grocery cart is designed to carry groceries and be operated on relatively smooth floors. A child's seat was added as a convience to the shopper who had small children so it would be easier to carry the child while putting groceries in the cart. Accidents involving the injury of a child (or even injury to other adults and to personal property) result from the (mostly) purposeful inattention to what the cart is doing or what the child is doing in/on the cart

True, the other device was designed to kill living beings (not necessarily human beings), but it can be misused as well - usually with devastating results.

The point I think DR was trying to make was that the user needs to use the device with due care and caution recognizing that its misuse will most likely cause damage to property, serious bodily harm or even death.

Educate the people - don't ban the cart.
