I've called the cops on friends who were just too loud and didn't listen to reason when it came to making less noise late at night. All they do is say "Hey, keep it down, people complained" and leave. I'm not saying that this is the best way to handle it, but it seems he's in a situation where normal, rational discussion doesn't do much.
