We use the concept but not the name (obviously). We call it "anklingeln" which is roughly translated to "let it ring shortly without letting the other the chance to react", which exactly describes "to prank call" ;-) Last time I used it was Friday, when the people were working in another building fixing our new office, I agreed on brewing fresh coffee and then "prank calling" their boss when it's done.
