talk by a Trimble rep but the logic makes sense to me. Spreading out the SVs makes for good horizontal positions but for vertical positions you'd want the SVs packed in above you. Intersecting the spheres from the range data should result in thin error polyhedrons if the SVs are overhead. You won't get a good horizontal position but that's not what you're after. It's sort of the opposite effect of doing radio telemetry locating from similar azimuths.

Urg, I'm tired and this would be simpler with some pictures or hand waving.
