What you ideally want is SVs evenly distributed about a sphere. Since half the sphere at least is missing, and most of that missing bit is down, you end up with more altitude error.

More satellites is better, but more in a single direction is a lot less helpful than spread out.

AndyA is right though, nearly any local RTK solution for reducing error won't show the effect we want. The base stations will move nearly the same amount as the 'rover', and so will cancel almost all of it out.
