In this case, there is a blatant travel advisory telling people that they might not want to go there for fear of death. If you go anyways, then you pay if we come help you get out.

If there is no advisory, or the problem is a natual disaster, then I don't think that they should get charged.

If the advisory is added while they are there, then they should have a reasonable amount of time to get their affairs in order and leave. If they don't, then they are charged if a resue is needed.
