As in they got out with only the cloths on their backs. They have no real savings or it will be eaten by trying to find new housing or the basics of living. Then they should be forgiven or have their amounts reduced. Those that are well off and can afford to pay their own way should pay for themselves and their family that left with them. I am sure they have ways of finding what assets they have if they do something scummy like try to hide them simply to get out of paying airfaire/boat fare for leaving the area. I think if they were caught trying to lie and cheat the system they should be charged at least double as a fine.
