In the case of Lebanon, there was no other way out. The ports were blockaded and the airport was gone. I understand the need to help citizens evacuated from a war zone, but Cyprus and Greece are enough transportation for a free ride. Now this is for travelers, not residents. If you live there and pay taxes there, you foot the bill yourself. So, yes. I think there are some people who should be charged but some who should not.
