But then again they chose to live there for several years and all their things are there for that reason. Also RedCross is helping displaced people. I do think they should be charged something but permitted to do it in payments if by financial test they are found to need time or have limitations in being able to repay. If they do pay they may have some right to complain on the conditions of their transport.
