If there has been a travel warning for the area in place for years, or the area is hot enough that it can be reasonably expected that people should *know* it's a danger area, then you should absolutely be charged.

I don't think "humanitarian" necessarily means "free". I don't think anyone should be *refused* passage because they can't pay, but I do think they should either be expected to pony up some cash after the fact, or if they can't/won't, serve an appropriate number of man-hours doing civil service of some sort.
