Montly payments in a reasonable amount probably far more people would be insured. But I don't think that would lower rates. They would have to contend with people doing dirty deeds because they figure "it's covered." Such as selling things then reporting them as missing or stole and then claiming. Much of the current rate and deductable issues are in relation with the grow op and meth lab problem. In my area alone there were three major take downs. I live in a nice side of town. The director of a major tv show(that moved to the US) used to own a house down the road from me. But for all I know it's houses worth that much that also push up rates.
