In Wye configuration, all 3 phases are against ground, so in 120V 3-pase Wye, there is 120V to ground on each leg. Picture it as:
     A
     |
    Gnd
   /   \
  C     B


In Delta configuration, the three phases are against each other, and there typically is not a ground. So in 120V 3-phase Delta, there's 120V between phase A and phase B, between phase B and phase C, and between phase A and phase C. If measured to ground, the voltage per phase is significantly less. Picture it as:
      A
     / \
    /   \
   C-----B
