making the "popup" 100% wide and 100% high and having a semi-transparent white PNG as a background. That will give you that effect.

As for making it all disabled, that is easy by the way Google do their javascripting. They don't take a link and add an "onClick" event to it. Instead they have a global listener, listening for clicks. And once you click that listener identifies what you actually clicked on (using coordinates and such, I believe). So, then it's easy to add a special case in there for when you got a popup that won't allow clicking on anything else. :)

I'd recommend against doing it as Google has, since it's quite a bit complicated, at least if you do it by hand. :)
