Half the test stands in this place are doing weird things like that; I've seen three-phase in every possible configuration, I think -- not just Wye and Delta, but any color mix that apparently seemed acceptable at the time it was installed. The worst is one with a 24-pair connecting cable -- every signal is run on a black, and the signal's return is on the striped black to match it. And the guy who wired the stand was re-hired! (Don't get me wrong; I don't begrudge the guy his job. But I do occasionally want to take him aside for a bit of judicious thwappage.)
