USB drives that are given out sometimes have a hidden partition that is inaccessible by normal means (write-protected) that can be used to launch an autorun program when the stick is plugged into a machine.

117MB for sounds about right - I have a 64MB stick and WinXP sees it as 61.9MB.

Is there some kind of write-protect switch on it somewhere? Seen sticks that have them, also seen sticks that need a program to enable/disable read/write on the stick.
