That allows for people wanting software for hobbist means, can't afford the cost if it is normally over $100, and wont be using it for commercial purposes. Is it warez if one of the people on the development team give you a copy? The copy they give they call the person they are giving it to an unofficial testor using other hardware/plastforms. Yes back in the 90's I was given software under this. I also was offered site licensed software for limited uses by a company owner as I helped them with something a few times.
