maximumbob is reporting getting a logical '1' on carrier detect when the signal is held at ground.

Far be it from me to dispute a TI or Maxim(somebody bought them) datasheet, but it would *appear* that there is a comparator in use which is taking a more "relaxed" view of what a '1' is.
