Because going by the datasheets for their parts that I'm looking at right now an RS232 signal is not considered valid is it is within 2.7V of ground in either direction. If it stays within 0.3V of ground for more than 30us they have the option of powering down the part since there isn't anything on the other end.

RS232 signaling uses +5 volts from ground for a logical 0 and -5 volts from ground for a logical 1

Feel free to google on RS232 signal levels if you want to double check this.
