For a standard RS-232 Connection:
9-pin:
1 - Carrier Detect
2 Receive Data
3 Transmitted Data
4 Data Terminal Ready
5 Signal Ground
6 Data Set Ready
7 Request to Send
8 Clear to Send
9 Ring Indicator

I'm not sure what you are referencing by TIOCM_CAR. Pins 7 and 8 are used for hardware flow control, normally, on a port.

I don't explicitly remember all the pin groundings for a null modem, though. It's been a while. I think DTR is shorted to ground, and 2 and 3 and 7 and 8 are crossed.
