But if that is not possible, one can simply ask.

In Germany, every account (well there are exceptions for under 16-year olds) has a direct debit card for that one bank (or more, if there is a cooperation), with full account information.

Another thing is, that cheques usually cost money, when cashed in, and doing so is a major hassle (going to the clerk, producing ID, signing the cheque, signing that you got the money).

It seems to be as well a cultural as a technological thing to me.
