She was openly working as an analyst for the CIA in the CIA HQ Building. So Rove tells Novak, "Yeah, Wilson's wife at the CIA set up the whole trip." Novak looks up Wilson and finds his wife's name listed in his entry in "Who's Who in America". Novak calls the CIA and asks if she works there. They say "Yes, but we'd rather you not say that."

So she is not acting as a covert agent, no one claims she is a covert agent and the CIA confirms she works there. Suddenly after the story breaks, she is becomes some kind of secret agent and appears on the cover of Vanity Fair.

She was so covert that she and her husband didn't even know it.
