Did you not see the title? And DR's post says nothing of the sort, though it does appear to try to imply it. The key phrase is: "... and the CIA "was making specific efforts to conceal" her identity...". As long as that statement remained true, she was covert. One doesn't have to be currently involved in a covert operation to be covert, otherwise no agent could remain covert between missions, and that is just ludicrous. As long as the CIA was actively working to conceal her identity, she was covert.
