the "bad" return on money_in_the_bank: large sums in a bank account don't give a good return, so when they transfer that "dead and weighting" money to the EU, they shift the burden of "making a good investment" to them.
And the commission, being (at least partially) steered by politicians, doesn't worry about that either. Unlike MS, they will find a way to spend the money.

Retract the unless: Microsoft has found a way of spending money too: keep stalling on the technology transfer, and the money keeps leaking away.

But, what if (that should be a good question to ask MS Excel, no?) ... what if MS would "give away" all this info, in "machine readable form" (as in: ascii files full of programming source code, comments embedded), publish widely "how much it 'll cost you" if you embed this code into something (say ... eurocents per line, or euro's per complete "functional unit", multiplied by the number of "somethings" sold/licenced/installed, and for all the rest ... goes out of business to retire ?

Would that "hurt" the EU ?
Would that hurt competitors (they lose the common enemy, so now will fight each other - again)

Will that benefit "open source" ?
