you need a mostly clear day in November or mid-March The trick is to get a combination of no snow on the ground, no leaves on the trees, and no clouds (or cloud shadows) on the ground. There is a proposal to start a program that would cover the US at 1m resolution anually, urban areas at 10cm resolution every three years, and Alaska nad Hawaii on their own schedule. It so far has yet to be funded.
