Personally, I think there should be a law that you HAVE to vote. If you don't vote, you're seriously lacking in your responsibilities as a citizen. I'm not saying don't punish them if they've broken a law. In fact, I encourage it. Beat them publically. But don't do it because they widdled on some stones. do it because they broke the law.
