I like voxwoman's idea, but I'd suggest renting a hotel room to set up so that it can be more of a surprise AFTER the proposal. She'll want to rest after the trip, so take her to your place, then have your fun day at the waterpark. That way the romantic surprise remains a surprise until after you've proposed. You'll need to rent it for two nights, but it'll be a lot cheaper that way as you don't need a very fancy hotel. Tip the staff to place an iced bottle of champagne and chocolate dipped strawberries in the room shortly before you are set to return. Order room service for breakfast. Good luck.
