What is the deal with it and why don't Google MSN and yahoo! just kill it?

I know what it supposedly is and so do they.
Petitions don't work so take action.
If the search engines to a Press Release tomorrow and say
Any company who votes / supports the proposed act will be removed from our database immediately for all time."


In my mind that would end the issue in 24hrs or less....
