The presumably stable couple who has been raising it for however many years it is old (adoptions can takes years to get to the point where the father was notified) or the complete stranger.

Which do you think the average 3 year old would pick for themselves?

I feel very very badly for the father, I don't think he should have been notified if no visitation was to be allowed, but I also do not agree with yanking a child from a happy home so an adult can feel better.
