is problems that adoptive parents can have when fathers come back after X years and want their children back. This particular case is a bit extreme, but the rules are in place are to prevent fathers who didn't even know about their children from taking them away from adoptive parents years later.

This case at least was noticed fairly early in the adoption process, not later as a surprise to the new parents who thought they finally had a child. (The article doesn't say however how long after the adoption agency contacted him he started legal action)

I don't know about North Carolina, but some states have a time limit for a father to establish his rights. The question of if the mother lied to him, or even if she'd never told him she was pregnant, wouldn't matter legally if he hadn't tried to legally establish himself as the father inside the time limit.
