what part of the word stockpile are you claiming these shells make up?

you make my point exactly. they are a potential toxic threat, but they are no longer useful for their intended manufactured purpose.

a more apt analogy to the felon you offer would be a zip gun his friend stashed under the floor boards of his playhouse as a kid. he knew his fried had it, and knew about the loose board, but not that it was there.
