saddam may have wwanted to have wmd, he certainly wanted iran to think he had wmd, but i'm not convinced that a few random old bits constitute a wmd program.

look at it this way. you think you took all of the paint cans out of yoru farm, but it's a big barn, and and a few sheds, and you've stored a can or two everywhere at various times for various projects. are you gonna find a few rusted cans behind the old tractor that hasn't worked for 8 years? probably.

chemically a lot of agents are reasonably simple to make, but when they degrade they're just toxic junk rather than a weapon perse.

i'm sure someoen can comment on teh stability and reusability of old/degraded conventional munitions to give you an idea as to how that sort of thing is not worth the effort.
