Create a small script that you have to run before uploading. You'd make files like this: page.html.in: <html><head>...head...</head><body>:::header.inc::: :::menu.inc::: ...content...</body></html> header.inc: ...header code... menu.inc: ...menu code... And create a script that takes all .in files in the directory and replaces :::file.inc::: with the content of file.inc. You only edit the .in files and the .inc files. Run the script. Then upload the resulting files. Maybe a script like this exists already somewhere.
