Assuming the server doesn't support anything fancy, that is.

First, put your header, menu and content in separate files and write a shell script to assemble them into one document. That way you can just run the shell script again when anything changes.

Second, use an XMLHttpRequest call after the client loads the page. The client downloads a document containing the header and menu; the content is loaded dynamically.
