of some kind. Simple server side includes. Zope. PostNuke. A makefile that merges your presentation template with your content files. Something like that.

I.e. use any mechanism that generates the html the visitor gets served from the content your author writes by adding the header (and style sheet and whatever) your designer creates.

Apart from that, frames (while still being teh evil) are only half as annoying when you only link complete framesets and don't replace frame content. But then you will need a frameset definition for each page which you propably want to generate, too.
