AFAIK, documents published by the U.S. government are public domain. Anybody can pick up a list of every ZIP code in the country from your local post office. I'm sure somebody has mapped ZIP to lat/long and developed a program to calculate distances based on that. However, I cannot tell you if such program is free, or even what the name of it would be.
