Since at least each ISP in any area has own dynamic IP ranges (and I don't talk about staticly assigned IPs), your query must result in a long list of IPs and ranges.
You can't just say Washington, DC has 123.123.x.x - it will have 123.123.x.x and 42.42.x.x and maybe 23.23.23.23 and it could be 23.23.23.25, but 23.23.23.24 could actually be located in Seattle...
