with the goal of them dropping their precious device down into the bowl, it's both
  1. a difficult target (because of the seated position) and
  2. a benefit if their constipated, as you'd have literally scared the carp out of them.
You'd get the person on the other end wondering, though.

In an office environment, I'd pay special attention of who was doing that and make sure to never, ever ask to borrow their phone. Pass the bleach, please...
