Or is it a joke? I have this ominous feeling that a bad pun is on the way. I say this because I don't think the question has a real answer; you can say that it's a certain number of degrees colder, but not "twice" as cold, since temperature numbers are pretty arbitrary. 100 degrees is not twice as hot as 50 degrees, because zero doesn't actually mean anything (unless you're measuring in Kelvin).
