All DB servers should check if one of the other two is master. If a DB server finds another master it should go to RO. But when should it BECOME master? That depends a lot on the infrastructure. e.g. is it possible that the connection between the databases is gone, but the two TomCat servers are able to see different database servers? Not easy. What database is it? Does it have some built-in clustering support maybe?
