We have the "abstinence-only" people on one side and the "Wear a condom and you'll be ok no matter what" camp on the other side.

See my last reply to Batgirl; it's because the law can't assume maturity and self control that they have to address the majority, and not just assume the best level of personal responsibility. Speed limits would be another example- a certain driver in certain conditions on a certain road could travel that road MUCH faster than the speed limit in a safe manner- but if you post the speed limit higher, some moron is going to travel at that speed on an icy wintry day and make an utter mess of things.
